NotesBetween 1962 and 1974, Howard Samuels ran several times (all unsuccessfully) for the Democratic Party's nomination for governor of New York. He was the Party's nominee for Lt. Governor in 1966 (running with Frank O'Connor) -- that ticket also lost. In the early 1970s, he was appointed by then-Mayor John Lindsay as the first chair of NYC's Off-Track Betting (OTB) Corp. This latter position earned Samuels the nickname "Howie the Horse."
